Unstable Generation is a Tier I Tainted Momentum Essence Stone in Atlas Fallen. A passive Essence Stone, it grants a massive increase to Momentum generation. However, a small amount of it is lost each time the player is hit.
Unstable Generation is obtained by defeating Scrimmur who can be found in Caladrias: The Forbidden Lands.
